Whiley, who bowled left-arm fast-medium and batted right-handed, was born in Nottingham on 6 May 1980. He played for Nottinghamshire and Leicestershire during a five-year First-Class career that included one Under-19 test for England v New Zealand at Wellington in February 1999.
He had joined the playing staff at Trent Bridge in the preceding season and made his First-Class debut against Gloucestershire at Trent Bridge; he took one wicket and made nought in both his innings. His other First-Class games for Notts came against v Middlesex in the County Championship of 1999 and against Oxford University. He took 52 wickets, averaging 24.63, for Notts Seconds in 2000 and moved to Leicestershire at the end of that season.
For his new county, he had more First-Class opportunities and played List-A cricket. When he was released by Leicestershire, his career record was 18 First-Class matches with 72 runs at 4.00 and a top score of 16 and 23 and 27 wickets at 66.55. In 23 List-A games he made 28 runs with a best of 14no and took 18 wickets at 41.83.
